ARTICLE I - GROUP NAME AND AFFILIATION
 

SECTION 1. The name of this Group shall be the "Alliance Simulation Group", also known as the "ASG". All references throughout this document and others, referring to the "Alliance Simulation Group", shall use the shortened "ASG" in its place.
 

SECTION 2. The ASG shall be divided into 2 operational sections. The first section shall be comprised of the Simulation Divisions containing the ASG's members and is the reason for the existence of the ASG. The ASG shall also comprise of the "Alliance Simulation Group - International", which shall be the ASG's leadership section of the ASG.
 

SECTION 3. The policies of this Group shall correspond with ASG International Regulations as determined by the ASG International Senior Staff and recommended by the Chief Executive Officer of ASG International.
 

SECTION 4. The ASG Rules and Regulations shall consist of:

Item 1. ASG Policies ("By-laws") (This Document)

Item 2. ASG Rank, Promotion and Transfer Policies

Item 3. ASG Basic Simulation Guidelines (Under Revision)

Item 4. ASG Modified Guidelines per Division (To be designed as Needed)

a. These documents shall be made readily available to all ASG members upon request. They shall further be posted in the ASG Command Database/Web presence for members and non-members to view.

b. A Directory of all Senior Staff, Divisional Senior Staff, and methods of contact shall also be made readily available.


SECTION 5. The Chief Executive Officer, ASG International, with the advice of the ASG Senior Staff, shall have the authority to negotiate and sign treaties, merger agreements, and the like. Such documents that affect ASG International shall be subject to their approval.

Item 1. The Chief Executive Officer, ASG International shall maintain emergency powers. When time permits, the ASG Senior Staff should handle actions under the Emergency Clause.

 

ARTICLE II - GROUP COMPONENTS
 

SECTION 1. The Group will be formally divided into Divisions, which will maintain such structure, as proposed by the Divisional Senior Staff and approved by the ASG Senior Staff, for the promotion of the most enjoyable and highest quality simulations for the members of each Division.
 

SECTION 2. The Divisions shall maintain a Roster that lists the following:

a. The Division Commander's Name, Rank, and Position.

b. The Division Deputy Commander's Name, Rank, and Position.

c. The Sub Divisions and their current status.

d. The individual simulations and their status.

e. Their Sim Leader, and assistant if applicable.

f. Web site addresses for any pages not on the ASG main site, if applicable
 

SECTION 3. The Division Commanders shall be proposed by the Directors of Operations and appointed by the Chief Executive Officer, ASG International, with the consideration and input of the Assistant Executive Officer. This appointment is subject to the approval of the Senior Staff.
Item 1. The Division Deputy Commander shall be appointed by the Division Commander and subject to the approval of the Chief Executive Officer, ASG International.

 

ARTICLE III -INTERNATIONAL STAFF; STRUCTURE, APPOINTMENTS, CONDUCT
 

SECTION 1. The ASG International Staff of the ASG will consist of the following:

Item 1. The ASG International Staff shall consist of the Chief Executive Officer, ASG International, The Assistant Executive Officer, ASG International and a minimum of 4 Directors of Operations and any additions that the Chief Executive Officer, ASG International wishes to add but can be removed if there is reason to prove it is no longer a necessity.
a. Each Operational area of the ASG will have a Director of Operations and an Assistant Director of Operations.


SECTION 2. The International Staff shall be appointed by the Chief Executive Officer, ASG International with the assistance of the Assistant Executive Officer, ASG International. Such appointments do not require the approval of the Senior Staff.

Item 1. At any time, should it be deemed necessary, the Chief Executive Officer and Assistant Chief Executive Officer, ASG International may review any or all of the International Staff and make modifications as necessary.


SECTION 3. Appointed International Staff members must have simmed with the ASG in any Division for at least twelve months prior to appointment and must have a full understanding of their duties and the ability, willingness, and time to carry out those duties.

Item 1. An International staff member's first priority is to their sim. If they cannot spare enough time for both positions, they will be asked to step down from their Senior Staff position.


SECTION 4. An International Staff member may not hold more than one International Staff position at any time. Further, an International Staff member may not hold more than one Divisional staff position at any time.
 

SECTION 5. Duties of the International Staff

Item 1. Chief Executive Officer, ASG International (CEOINTL, CEO):
a. Responsible for the proper functioning of the Group.

b. Preside over all meetings and activities of the Group.

c. Member ex officio of all operating committees.

d. Coordinates the functioning of all other staff and Divisions.

e. Reports to the full Group as to the state of the Group at least Quarterly

f. May create practices to implement the ASG Rules and Regulations and fulfill such duties.

g. Commissions staff and committees of the Office of the Chief Executive Officer to fulfill such duties.

i. Any such committees must maintain and adhere to a set of regulations.
ii. No part of these regulations may contradict the ASG Internet Policies.
iii. These regulations will be subject to review by the International Staff.
h. May be replaced by a unanimous vote by a 100% of the International Staff
Item 2. Assistant Executive Officer, ASG International (AEOINTL, AEO):
a. In the absence, or under the authority of, the Chief Executive Officer, ASG International, the Assistant Executive Officer will be responsible for the proper functioning of the Group and shall preside over the meetings and activities of the Group.

b. Advises the Chief Executive Officer, ASG International, on all issues concerning the ASG.

c. Implement practices and policies as directed by the Chief Executive Officer, ASG International.

d. Responsible for removing from office the Chief Executive Officer, ASG International, should they no longer be fit to perform their duties.

i. The International Staff must then launch an investigation. At the end of the investigation, the International Staff shall weigh all evidence and vote on whether or not to approve the Chief Executive Officer's dismissal.
e. May be replaced by a unanimous vote by a 100% attendance at an International Staff meeting or at the discretion of the Chief Executive Officer, ASG International.
Item 3. Director of Operations (DIROPS):
a. Directly ensures the proper functioning of the Divisions.
i. Maintains a current schedule of sims, meetings, and events of the Group.
ii. Presides over all divisions.
iii. Reviews the performance of the divisions and their Commanders.
iv. Promotes quality and enjoyable simming in the divisions.
v. Plans, promotes, and executes division-wide and Group-wide events (Division Commanders and/or a committee may be formed to assist).
vi. Make recommendations to ensure quality simming.
b. Recommends additional divisions and new ideas to the Chief Executive Officer, ASG International and the International Staff.
i. Proposes Division Commanders and Deputy Commanders to the Chief Executive Officer, ASG International.
ii. Recommends Sim Commanding Officers and Executive Officers to Division Commanders.
c. May be replaced at the discretion of the Chief Executive Officer, ASG International or by a 100% vote by the International Staff.

 

ARTICLE IV - SENIOR STAFF; STRUCTURE, APPOINTMENTS, CONDUCT
 

SECTION 1. The ASG Senior Staff of the ASG will consist of the following:

Item 1. The ASG Senior Staff shall consist of shall consist of the Commanders in Chief of Each Division, The Deputy Commanders in Chief of each Division, The Director of Personnel, ASG International, the Academy Commandant and the Assistant Executive Officer, ASG and any additions that the Chief Executive Officer, ASG International wishes to add but can be removed if there is reason to prove it is no longer a necessity.
a. These individuals will be equal in all aspects at their respective level and must work together as a committee.


SECTION 2. The Senior Staff shall be appointed by the Chief Executive Officer, ASG International with the assistance of the Assistant Executive Officer, ASG International. Such appointments do not require the approval of the Senior Staff.

Item 1. At any time, should it be deemed necessary, the Chief Executive Officer and Assistant Chief Executive Officer, ASG International may review any or all of the Senior Staff and make modifications as necessary.

Item 2. Senior Staff members must assign an Assistant to replace them should they be absent or require assistance.

a. Senior Staff may assign other staff as needed to assist in their responsibilities.

b. The Chief Executive Officer, ASG International, may request the resignation of any such staff. If the Senior Staff member has a justifiable objection, the Senior Staff will decide the issue.


SECTION 3. Appointed Senior Staff members must have simmed with the ASG in any Division for at least six months prior to appointment and must have a full understanding of their duties and the ability, willingness, and time to carry out those duties.

Item 1. A Senior Staff member's first priority is to their sim. If they cannot spare enough time for both positions, they will be asked to step down from their Senior Staff position.


SECTION 4. A Senior Staff member may not hold more than one International Staff position at any time. Further, a Senior Staff member may not hold more than one Divisional staff position at any time.

Item 1. Duties of the Commander in Chief (CinC [Division]):
a. Responsible for the proper functioning of their Division.
i. Preside over all meetings and activities of the Division.
ii. Member ex officio of all divisional operating committees.
b. Coordinates with all other staff and Divisions.

c. Reports to the International Staff as to the state of their Division at least Quarterly.

d. May assist in create practices to implement the ASG Rules and Regulations and fulfill such duties.

e. Commissions staff and committees of the Division to fulfill such duties.

i. Any such committees must maintain and adhere to a set of regulations.
ii. No part of these regulations may contradict the ASG By-Laws.
iii. These regulations will be subject to review by the International Staff.
f. May be replaced by a unanimous vote by a 100% of the International Staff
Item 2. Deputy Commander in Chief (DCinC, [Division]):
a. In the absence, or under the authority of, the Commander in Chief of their Division, the DCinC will be responsible for the proper functioning of the Division and shall preside over the meetings and activities of the Division.

b. Advises the CinC, on all issues concerning their Division.

c. Implement practices and policies as directed by the CinC.

d. Responsible for informing the International staff if the CinC should no longer be fit to perform their duties.

i. The International Staff must then launch an investigation. At the end of the investigation, the International Staff shall weigh all evidence and vote on whether or not to approve CinC's dismissal.
e. May be replaced at the discretion of the Chief Executive Officer, ASG International.
Item 3. Director of Personnel (DIRPERS):
a. Processes all incoming applications.

b. Provides advertisement and recruitment for the ASG.

c. Provides information concerning joining and participating in ASG sims.

d. Maintains records of all members of the ASG, their rank, assignment(s), and other relevant information.

e. Reviews transfer requests.

f. Forms a recruiting, advertising, and processing staff ("Personnel Department") to assist in duties.

g. May be replaced at the discretion of the Chief Executive Officer, ASG International or a 100 % vote by the International Staff.

Item 4. ASG Academy Commandant (ACADCOM):
a. Provides instruction for Cadets.

b. Assembles and trains Academy teachers for all courses.

c. Provides a curriculum subject to Senior Staff approval.

d. Maintains evaluation records for all graduating Cadets and makes these records available to Sim Leaders upon request.

e. Responsible for ensuring all simmers are well-trained.

f. May be replaced at the discretion of the Chief Executive Officer, ASG International or a 100 % vote by the International Staff.

Item 5. Senior Staff may assign other staff as needed to assist in their responsibilities.
a. The Chief Executive Officer, ASG International, may request the resignation of any such staff. If the Command Staff member has a justifiable objection, the International Staff will decide the issue.


SECTION 5. The Senior Staff may be called into a vote at any time by the Chief Executive Officer, ASG International. The vote shall last no more than five minutes during a meeting or no less than 24 hours via email method.

Item 1. Each Senior Staff member shall have one vote.

Item 2. The Chief Executive Officer, ASG International, may call an Emergency Staff meeting when they so desire.

Item 3. All Senior Staff shall check their email at least once every other day. It is recommended that they check daily, however. Failure to expediently respond to email will be considered during Staff evaluations.


SECTION 6. The Senior Staff shall meet regularly and is the middle body of the ASG International Staff.

Item 1. Senior Staff Meetings shall be conducted according to the procedures as outlined by the Chief Executive Officer, ASG International and so approved by the International Staff.

 

ARTICLE V - COMMAND STAFF; STRUCTURE, APPOINTMENTS, CONDUCT
 

SECTION 1. The ASG Command Staff shall consist of All Sim Leaders and any Advisory Staff used within each Division.

Item 1. The Command Staff shall be appointed by the Commander in Chief of each Division, with the assistance of the Deputy Commander in Chief of each Division. Such appointments do not require the approval of the Senior Staff.
a. At any time, should it be deemed necessary, the Commander in Chief and Deputy Commander in Chief may review any or all of the Command Staff and make modifications as necessary.


SECTION 2. Appointed Command Staff members must have simmed with the ASG in any Division for at least three months prior to appointment and must have a full understanding of their duties and the ability, willingness, and time to carry out those duties.

Item 1. A Command staff member's first priority is to their sim. If they cannot spare enough time for both positions, they will be asked to step down from their Command Staff position.


SECTION 3. A Command Staff member may not hold more than one Senior Staff position at any time. Further, a Command Staff member may not hold more than one divisional staff position at any time.
 

SECTION 4. Duties of the Command Staff shall be included in the ASG Basic Guidelines and modified as need for each Division as noted in the ASG Modified Basic Guidelines.
 

SECTION 5. Command Staff may assign other staff as needed to assist in their responsibilities.

Item 1. The Divisional Commander in Chief, may request the resignation of any such staff. If the Command Staff member has a justifiable objection, the Senior Staff will decide the issue.


SECTION 6. The Command Staff may be called into a vote at any time by the Chief Executive Officer, ASG International. The vote shall last no more than five minutes during a meeting or no less than 24 hours via email method.

Item 2. There shall be a minimum of one Command Staff meeting per every two months.


 

ARTICLE VI - CHAIN OF COMMAND, SUCCESSION AND COMMUNICATION
 

SECTION 1. The Order of Succession shall determine who will preside when the Chief Executive Officer, ASG International, is incapacitated, removed from office, on temporary or extended leave, or otherwise unable to perform his duties.

Item 1. The Chief Executive Officer, ASG International shall be succeeded by the Assistant Executive Officer, ASG International, who shall be succeeded by the senior most Director of Operations. Should none of the Directors of Operations be able, the Director of Personnel, who shall be succeeded by the Academy Commandant, shall succeed them. Should there be no one left in this order, the Chief Executive Officer, ASG International shall preside or appoint someone to preside in his stead.
a. The Chief Executive Officer, ASG International, with advice and consent of his Deputy and the Senior Staff, shall designate the senior status of the Directors Of Operations.


SECTION 2. The Channels of Communication shall determine whom to contact with suggestions, complaints, requests, criticisms, ideas, etc.

Item 1. For items concerning only your ship, contact your Assistant Sim Leader and or Sim Leader.

Item 2. Should they prove unhelpful, you do not wish to address them, or if it is an issue that concerns the entire Division, contact your Division Commander.

Item 3. If they prove unhelpful, contact the appropriate Senior Staff member, based on their jurisdiction.

a. If the Senior Staff are unable to provide assistance, contact the Assistant Executive Officer with your issue.

b. Should the Assistant Executive Officer fail to respond, you may then contact the Chief Executive Officer, ASG International.

Item 4. If you believe your concern is a Group-wide one, then you may address the Chief Executive Officer or Assistant Executive Officer, ASG International, directly.

 

ARTICLE VII - OPERATION OF DIVISIONS
 

SECTION 1. All Simulation Divisions of the ASG shall operate according to the ASG's Basic Guidelines.
 

SECTION 2. In such cases that the Basic Guidelines do not fit the needs of a particular Division/Sub-Division, that Division/Sub-Division is authorized to write and submit a Modified Guideline for approval to ASG International.

Item 1. In no case shall Modified Guidelines be less than that of the Basic Guidelines.

 

ARTICLE VIII - OPERATING DEPARTMENTS AND COMMITTEES
 

SECTION 1. New committees may be formed by the Chief Executive Officer, ASG International as needed with the approval of the Senior Staff. The CEO may likewise activate or inactivate committees as necessary. This action is subject to Senior Staff review. The Senior Staff may also make proposals to form new committees.

Item 1. The Chief Executive Officer, ASG International, shall appoint the Chairperson for committees with the approval of the Command Staff.
a. The committee members shall be appointed by the Committee Chairperson, and are subject to Senior Staff review

b. The Chairperson will designate a Vice-Chairperson to preside in their absence.


SECTION 2. Rules for all Operating Committees:

Item 1. All Operating Committees shall prepare status reports for every Senior Staff meeting.

Item 2. Operating Committee chairpersons shall receive a vote at Senior Staff meetings when the Chief Executive Officer, ASG International, determines that the current issue directly concerns that committee.


SECTION 3. Publications Committee ("PUBCOM")

Item 1. The Publications Committee (PUBCOM) shall oversee all official ASG web publications.

Item 2. It is the purpose of this committee to make quality web pages in order to advertise and recruit new Cadets and to inform current members about sims, ships, departments, staff, officers, technologies, etc. and may have such structure required for its purposes. This structure is subject to Senior Staff approval.

Item 3. This committee shall assist Sim Leaders and Department Heads in creating and hosting their web pages.

Item 4. This committee shall create and maintain the official web site for the Group.


SECTION 4. Research and Development Department ("R&D")

Item 1. The Senior Staff with the recommendation of the Chief Executive Officer shall appoint the R&D Department Head.

Item 2. This committee shall be designated as a department and may have such structure required for its purposes. This structure is subject to Senior Staff approval.

Item 3. The R&D Department is responsible for the research and/or development of:

a. New simming techniques;

b. New technologies for All Simulations;

c. New Internet technologies and media.

Item 4. Insofar as Member Inventions, the R&D Department will ensure that only original, member designed technologies are introduced into the ASG.


SECTION 5. Group-wide News Committee ("Horizon Online")

Item 1. The Senior Staff with the recommendation of the Chief Executive Officer shall appoint the News Committee Department Head, who shall be designated the Editor in Chief.

Item 2. This committee shall be designated as a department and may have such structure required for its purposes. This structure is subject to Senior Staff approval.

Item 3. This committee shall publish a Group newsletter on a regular basis with the purpose of informing and entertaining the Group membership.

a. This newsletter shall be designated the Horizon Online, International Edition.

 

ARTICLE IX - PERSONNEL POLICIES
 

SECTION 1. Joining; Requirements & Procedures will for the most part follow the guidelines as placed forth in ASG Basic Guidelines.

Item 1. In order to join, one must have e-mail access and Internet access of one type or another. Whether this Internet access is through a Local ISP, AOL, another Internet Service or a Network LAN is immaterial.

Item 2. The procedure for joining is to submit an application (text or Hypertext)

Item 3. Other than the requirements stated in Item 1, there shall be no restrictions placed on any individual for joining the ASG.


 

ARTICLE X - JUDICIARY REVIEW
 

SECTION 1. Investigations shall be conducted discretely, responsibly, and impartially. The goal and purpose being to accumulate the facts of all related events and thereby verify or disprove the complaint.

Item 1. Sim-wide concerns shall be handled at the discretion of the Commanding and Executive Officers. Should they prove unable to investigate the concern or possibly partial to one side, the matter will be brought before the Division Commander.

Item 2. Division-wide concerns shall be handled at the discretion of the Division Commander, or by an impartial investigator appointed by them. Should they prove unable to investigate the concern properly, the matter will become a division level issue.

Item 3. The Senior Staff officer shall handle group-wide concerns whose jurisdiction it falls under.

Item 4. Special concerns may be brought to the Chief Executive Officer or Assistant Executive Officer, ASG International. They will handle such concerns as is most appropriate.


SECTION 2. The ASG International does not allow for trials, hearings, or 'witch hunts', as they are typically political maneuverings and tend to unfairly blemish ASG members. This section shall not apply in cases where the trial is purely for role-playing or simming purposes and there are no true charges or complaints at hand. All participants and observers must clearly understand this fact.
 

SECTION 3. Unfair discrimination of any kind will not be tolerated within the ASG and may result in removal from the organization.
 

SECTION 4. The Chief Executive Officer, ASG International shall be responsible for proper disciplinary action, should it be necessary.
 
 

ARTICLE XI - ASG INTERNET PRESENCE
 

SECTION 1. Web pages done for or about the Group must be in good taste, easily to navigate, with a minimum of advertising for any services.

Item 1. ASG Pages made for the General public will not contain Adult material or links. Links pointing to all the Divisions will be included in an easy to find location on the main page of any web page sets. (Web pages containing more than 1 Web page)

Item 2. Web pages will not contain sensitive information (i.e. email addresses of group members without their permissions), unless that information is located in a secured area under user logon and password.

Item 3. Information of a sensitive nature will not be listed on any web page(s) made by individuals to show support for the Group.


SECTION 2. Pages containing any form of the ASG symbol will contain the following copyright notice:

Item 1. This notice must be on the first page and may be placed on additional pages.


SECTION 3. Web pages done purely for a specific Division will be under the direct control of the Division CinC/DCinC and adhere to the same requirements as above.

Item 1. Divisional web pages must contain a link to each Division and Sub-Division (if appropriate) within the ASG. All Web Pages will use a common join form for members to join any or all portions of the group.


SECTION 4. Graphics/pages containing any images from any show/movie etc, can not be copyrighted as they are copyrighted to the owners already.
 

Item 1. Web pages containing graphics or information of the type above must display a notice stating the company/corporation or individual that owns copyright and a link to their site, if possible, and state that the information is used without permission, and not for pay but with no intent to harm.  An example follows:
 
The Alliance Simulation Group has no official affiliation with Star Trek, America Online or any other network / show / movie / book / work of fiction or fact. All material used that quotes from any of the groups listed or unlisted is used without permission but with the intent of no harmful reproduction and used for entertainment purposes only. No profit is gained.

Star Trek is copyrighted by Paramount Pictures. America Online is copyrighted by America Online, Inc.

Item 2. Individuals that design their own original graphics (without the ASG Symbol or already copyrighted graphics) are responsible for their own copyright information. (See http://www.loc.gov/copyright/ for more copyright information)


SECTION 5. DOMAIN NAMES

Item 1. ASG International acknowledges the fact that the ASG requires the use of a domain name that reflects the ASG. However, at this time, the ASG does not grant any individual or group the right to use or claim such domain names.

Item 2. Individuals may, at their own discretion, obtain any domain name they desire, as long as they purchase the domain name with their own funds.

No individual is authorized to solicit funds from members of the group for the purpose of purchasing a domain name to represent the Group in any fashion.

Such individually owned domain names may not represent, or attempt to represent the Alliance Simulation Group in any part or in whole.

Item 3. No individual is authorized to solicit or receive a domain name that represents the ASG in any fashion from any individual, company, organization or corporation.


 

ARTICLE XII - AMENDMENTS TO ASG POLICIES
 

SECTION 1. Amendments to the ASG Policies (By-Laws) may only be approved by the ASG International CEO with guidance from the ASG Senior Staff.
 

SECTION 2. All proposed amendments must be submitted in writing to the ASG International Staff
 

SECTION 3. All members of ASG International shall receive electronically written notification of the proposed amendment as soon as possible.
 

SECTION 4. This amendment process is only applicable to ASG By-Laws of the ASG Rules and Regulations.
